YPI is pleased to continue serving the academic community with expanded learning programs. To better represent the services we offer, we've transitioned the department name of Youth Services to Expanded Learning (EXL).
We would like to introduce you to this year’s key areas of focus, as well as our new leadership team members, as we continue to strive to provide students the highest level of before- and after-school learning opportunities.

We are accountable to the schools and young people we serve to deliver high-quality academic, enrichment, and recreation experiences that result in measurable growth.
Value #2: EMPOWERMENT is grounded in the belief of giving our communities support, confidence, and hope. Furthermore, encouraging self-empowerment stimulates our participants’ academic, social, emotional, and personal skills and resilience.
Meet Diana Rodriguez, the new Director of Expanded Learning (EXL) and Jesse Noonan, YPI’s Chief Academic Officer, who will be working closely with her.
Diana Rodriguez is the Director of Expanded Learning for Youth Policy Institute and is responsible for overseeing YPI’s before-school, after-school, and bridge programs at 85 K–12 schools throughout Los Angeles and Orange County. Prior to assuming this role, Diana served as the agency’s Director of Digital Learning & Technology where she managed a portfolio of technology related projects, the most notable being a BTOP Public Computer Center (PCC) Grant that enabled YPI to deploy over 1,700 workstations across 83 PCCs throughout Los Angeles County. Prior to joining YPI, Diana was with the LA’s BEST After School Enrichment Program for 10 years where she provided comprehensive program support, professional development and supervision for multiple schools throughout the San Fernando Valley. Diana holds a bachelor’s degree in human services and an MBA from Loyola Marymount University. She resides in the Northeast San Fernando Valley with her husband and three dogs.
Jesse Noonan, Ed.D. is the Chief Academic Officer for Youth Policy Institute, where she oversees academic departments, including Expanded Learning, Academic Support including tutoring and college and career services, Early Head Start, and the Los Angeles Promise Neighborhood, President Obama’s signature educational anti-poverty initiative. Jesse has over 16 years of experience in education, working in a variety of roles in both district and charter schools, from 7–12 classroom teacher to literacy coach and Director of Academic program, all focused on ensuring equitable academic outcomes and closing opportunity gaps for all students. She is excited to support the integration of YPI services across all our after school sites and ensure high-quality, empowering extended learning academic, enrichment, and recreation programs for all schools.
